The issuance contract must be signed by the parties involved in the request for a Qualified Digital Certificate:
- Certificate Holder / Certificate Representative; and
- Legal representatives of the Entity or with the Entity’s Qualified Electronic Seal
Identity verification consists of confirming a person’s identity and ensuring that they are requesting the Digital Certificate without being coerced.
The identity verification methods are as follows:
- By signing the contract with a qualified certificate (e.g., Citizen Card, Digital Mobile Key, or another valid qualified certificate)
- By handwritten signature on the Qualified Digital Certificate issuance contract and a video identification session (video-id)

Technical requirements: good internet connection, no configured proxies; on desktop use Chrome, Firefox, or Edge on Windows, and Safari on macOS; on mobile devices use Chrome or Firefox on Android, and Safari on iOS - By signing the issuance contract with in-person signature recognition by a lawyer, notary, or solicitor, or by a competent authority abroad (with the affixing of a Hague Apostille or at a Portuguese Consulate or Embassy)
- By signing the issuance contract in the presence of a Registration Operator at Multicert premises in Alfragide or Porto, bringing the original identification document
The identity verification method is individual and may be carried out in different ways by the various parties involved.
